Make UK calls for alternative British Industrial Competitiveness Scheme eligibility route

The manufacturing organisation says the eligibility rules for the British Industrial Competitiveness Scheme (BICS) risks isolating energy-intensive manufacturers.

Make UK argues that the Government risks excluding internationally competitive manufacturers facing demonstrably high-electricity costs because of the sectors and product classifications under which they operate.

In an open letter to the Secretary of State for Business, Innovation, Science and Trade, Make UK Chief Executive Stephen Phipson CBE urged the government to take action to reduce the underlying cost of industrial electricity and review the eligibility criteria for BICS before the stated 2030 review.

The organisation claim an alternative route will allow individual manufacturers to demonstrate eligibility based on their actual electricity intensity and exposure to international competition, rather than relying exclusively on sector averages and product classifications.

They have also called for omitting HS codes for product identification and removing policy levies from industrial electricity bills.
