Sweden's Government grants lease to heavy rare-earths project

Norra Kärr is billed to be one of Europe's richest rare-earth elements (REE) deposits.

A 25-year mining lease for the Swedish deposit is awarded to Greenna Mineral AB, a subsidiary of Leading Edge Materials.

The lease was granted following a formal recommendation from the Mining Inspectorate.

The Geological Survey of Sweden has confirmed that Norra Kärr has a particularly high proportion of heavy REEs terbium, dysprosium and yttrium.

There is reportedly no REE production anywhere in the EU today, so the Swedish Government concluded that supplying Sweden and Europe with these critical raw materials outweighs competing land-use interests.

Europe’s dependence on China for REEs was highlighted in April 2025, when export controls on dysprosium, terbium and other heavy REEs were introduced.

The regulatory framework for developing the mine is designed to work in stages. The concession establishes the right to mine, while Environmental Code permitting will address the operational detail in the next stage.

Greenna Mineral says it has been engaging constructively with regulators and stakeholders, and is committed to developing a sustainable mining operation and demonstrating a responsible development practice.

It will progress with an updated pre-feasibility study and begin active engagement with potential offtake partners and financiers, aiming to secure the foundations for bringing Norra Kärr into production.

The deposit reportedly has the potential to supply 100% of Europe’s annual dysprosium needs and meaningful quantities of terbium and yttrium.
