Call for input on the Global Plastics Treaty
The Environment, Food and Rural Affairs (EFRA) Committee launched an inquiry on the circular economy.
The EFRA Committee are receiving evidence on the Global Plastics Treaty as the first step in their broader, long-term inquiry into the shift towards a more circular economy. IOM3 intend to respond to this call and is seeking inputs from members with insights on this topic.
The fifth and final round of negotiations on a Global Plastics Treaty, known as the Intergovernmental Negotiating Committee (INC-5), was due to be concluded in November 2024. However, these talks finished without reaching an agreement, and a second round of negotiations (INC-5.2) will therefore take place this August in Switzerland.
Ahead of INC-5.2, the EFRA Committee is seeking evidence on the proposed elements of the Treaty, the UK’s leadership on the issues, and the barriers that need to be overcome to achieve an agreement. The Committee is inviting evidence on the following questions:
- What were the main reasons for the INC-5 talks in November 2024 failing to reach an agreement on a Global Plastics Treaty?
- What are the main areas of agreement and divergence between parties?
- How might remaining areas of disagreement be overcome at INC-5.2 in August 2025?
- What would represent a successful outcome, and what are the prospects for this?
- What can the UK Government do to demonstrate leadership and drive ambition with regard to the proposed Treaty?
