UK seeking CO2 trading increase

Roger Harrabin, an Environmental Analyst at the BBC, reports that a leaked document suggests that EU Nations should be allowed to trade away up to 50% of the CO2 reductions that they are committed to. This would represent an increase in the original limit for trading which was set at 30%. This would in effect allow some developed countries to 'offset' more of their emissions reductions.
